The United States Forest Service has entered into a cooperative agreement with the National Volunteer Fire Council (NVFC) for the purpose of developing the Wildland Fire Assessment Program (WFAP). The two-year program is a joint effort to provide firefighters and Fire Corps volunteers with training on how to properly conduct assessments for homes located in wildland fire areas. This will be the first program that specifically prepares an individual for how to conduct an assessment and what to look for during an assessment, as well as provides departments or programs with the printed materials they may need. Last month, a group of stakeholders reviewed a list of existing resources for wildland fire planning and conducting home assessments and identified several gaps in training and resources. The NVFC will now focus on creating or modifying resources in order to address the identified gaps. When completed, this module-based course will be available in an online format, as well as through live classroom sessions in ten locations determined by need, rates of wildland fire incidents, and geographic diversity.
In addition, the NVFC will develop a toolkit which will include a checklist that departments and Fire Corps teams can use when meeting with homeowners. The number of assessments will be tracked and the data gathered will provide invaluable information regarding the level of protection that currently exists. Departments will be able to determine how close they are to becoming a fire-adapted community – where the people, structures, and landscaping are prepared to withstand the effects of wildfire – and whether or not their area is a community at risk.

This six-day National Fire Academy course addresses the basic skills needed to conduct fire investigations. Upon successful completion of the course, students will be prepared to make observations and gather information that will assist in identifying area(s) of origin, the probable cause of a fire, and assess the need for additional assistance. Subjects include, but are not limited to, behavior of fire, determining point of origin, accidental and incendiary fire cause determination, fire scene investigations, motives of arsonists, vehicle fires, legal aspects (court testimony) and handling/preservation of evidence.

The National Fire Protection Association (NFPA) has posted a draft of a new Standard for Traffic Control Incident Management Professional Qualifications (1091) that will be open for public comment until January 4, 2013. This 8-hour course meets NFPA Fire Officer 1 (1021), Section 4.4 Administration (DPSST approval pending) Doug has been retired for 4 years after having served 28 1/2 years with Clark County Fire Dist. 6 which is just north of Vancouver, WA. Half of those years were spent as a company officer on an ALS engine. He has served our union local in several capacities over the years. He has an Associates of Applied Science in Fire Protection and a Bachelor of Technology in Automotive/Diesel Technology; has been teaching at PCC since the late 80's as part time faculty and became full time when he retired from the fire department; He teaches and have taught a variety of courses which include Hazardous Materials, Driver/Pumper/Operator, Fire Behavior and Combustion, Tactics and Strategy, Principles of Supervision for Fire Fighters which is now Fire Officer I and II, and modules of Fire Officer I and II such as Laws Affecting Fire Fighters, Fire Department Budgets, and Public Relations and Education.
He says, “I am not a lawyer nor have I played one on TV, but I do have a friend who is one. I approach this class from the view point of the line officer and firefighter as what they do or don't do can have an impact upon the whole industry, the organization, and the individual. We encounter our customers under some very unique circumstances at any time of the day and we must remain professional regardless. Having a clearer understanding of the legal system will assist us in our professionalism.”

Each year, 300 to 400 shipments of radioactive wastes travel through Oregon. Other radioactive shipments moving daily on state highways include radio-pharmaceuticals and industrial well-logging equipment. Accidents can happen. Radioactive materials have been involved in minor accidents in Oregon in the past. Special care is needed to respond to an accident involving radioactive materials. Training is open to everyone with priority given to fire department personnel.
