The Center for Public Service at Portland State University's (PSU) Mark O. Hatfield School of Government is proud to announce that it is now offering an Emergency Management and Homeland Security Leadership Program, beginning in the Fall of 2012. This professional program will provide a broad and strong foundation in the core concepts, contemporary practices, and theories of emergency management and homeland security. The courses offered have been designed to provide state-of-the art education, tools, and leadership skills to help a broad range of emergency management and other professionals more effectively manage a wide range of emergencies. Participants are expected to come from the public, private, and non-profit sectors, and will include professionals already working directly in the field of emergency management, persons who have assumed emergency management tasks in addition to their primary work functions, and those who wish to enter the growing field of emergency management. The program's six courses may be taken individually or as a series. Participants completing all six courses will receive an official Certificate of Completion, and will also be well positioned to earn additional certification (for example, from entities like the International Association of Emergency Managers). The courses may be taken for upper-division undergraduate credit, graduate credit, or on a non-credit basis. Instruction will be provided by PSU faculty and by nationally recognized emergency management experts, in a format that combines the value of in-person interaction with the ease and convenience of online learning. With classroom sessions concentrated across several three- and four-day weekends, the sessions are designed to minimize the impact on full-time, working professionals. Each year the Fire Training Section at the Department of Public Safety Standards and Training (DPSST) prepares a list of instructors interested in being on a call list to train Oregon National Guard members in wildland firefighting (S130-/S-190). In 2008 and 2009, the call list was used when DPSST was requested to train more than 400 members of the National Guard and some of the folks on the list were also asked to train members of the California National Guard at the request of the US Fire Administration. Being on the call list does not mean you will be called or that you are obligated to assist. This is simply a list our staff uses to contact instructors if DPSST is requested to train members of the Guard. If the list is used instructors will assist DPSST fire training staff in delivering the classes. Instructors on the list who are activated will become part-time DPSST staff and will receive hourly compensation (approximately $25 per hour), travel and per diem. At a minimum instructors interested in being on the call list need to be a NFPA Instructor I, a Wildland Interface Firefighter and must have experience delivering the S-130 and S-190 classes. OBJECTIVES: List the assumptions, limitations, and appropriate uses of fire behavior prediction models. Describe how environmental factors and processes affect fire behavior and safety. Define and interpret fire behavior prediction model inputs. Calculate fire behavior outputs using available fire behavior processors. Interpret, communicate, apply, and document wildland fire behavior and weather information. TARGET GROUP/PRE-REQUISITES: For personnel pursuing DPSST certification as a Division/Group Superivsor, this course is required. This course is intended for personnel desiring to become qualified as division/group supervisor (DIVS), prescribed fire burn boss type 2 (RXB2), incident commander type 3 (ICT3), or anyone functioning in a position requiring this knowledge. Students must have completed Intermediate Wildland Fire Behavior (S-290) and be qualified as a single resource boss (Engine Boss, Crew Boss, Dozer Boss, etc.) Students must present verification on the first day of the course. UPON COMPLETION: This course is sanctioned by NWCG. Upon successful completion of this course, students will receive an NWCG Course Certificate and DPSST Notice of Course Completion (NOCC). The All-Hazards Communications Technician (COMT) course trains emergency responders on practices and procedures common to radio communication technicians during all-hazards emergency operations. This course will help communications technicians work within the Incident Command System (ICS) organizational structure. The COMT course is intended for federal, state, local and tribal emergency response professionals and coordination/support personnel with communications backgrounds. Individuals who are responsible for managing a Strategic Technology Reserve (radio cache, mobile communications vehicles, or other deployable communications assets) are encouraged to attend. This course is targeted at students who have technical aptitude, but not necessarily strong technical experience. The COMT course is a multi-day event in which the following modules will be reviewed. Day One 1) Introduction. Overview of the week's schedule and expectations for the course. 2) The Communications Technician. Discussion of what the COMT job entails, the tasks he or she may need to complete, and the forms he or she will need to utilize. 3) Interoperable Communications. Overview of the system types covered in the course. 4) Radio Technology Awareness. Discussion of the various types of radio systems - conventional, trunked, simplex, repeater, simulcast, and voter repeaters. Day Two 5) Incident Communications Systems. Discussion of the ICS, what is expected in the field and why it is important. 6) Gateway Technology Awareness. Discussion of local gateways and radio systems. Day Three 7) Telephone Technology Awareness. Discussion of telephone components, including the tools, punch-down 25-pair cable to a 66-block, jumper to a 110-block, creation of a telephone to telephone ring down circuit, and locating an active dial tone on a 66-block. 8) Computer Technology Awareness. Discussion of the network, with a hands-on demonstration and exercise. Day Four 9) Satellite Technology Awareness. Discussion of the various satellite systems and demonstration of the systems used in the region. 10) Safety Awareness. Items to be aware of and look for. 11) Mobilization. Conduct exercise using local equipment. Day Five 12) Resource Coordination. Review the resources available in the region, includes a review of the TICP(s). 13) Demobilization. About John Mack : John started his fire service career in 1979 with Scotts Mills Rural Fire Department. After graduating from Chemeketa Community College's Fire Science Program in 1987, he was hired by Thurston County Fire District No. 9 in Olympia, WA, where he worked for 8 1/2 years earning the rank of Deputy Fire Chief. In 1995, he left the fire district to become a Fire Science Instructor at Chemeketa Community College. In 2001, he was promoted as Dean of the Emergency Services Department, were he served 10 years before being appointed in September 2011, as interim Executive Dean of Career and Technical Education. John has served on several State, National and International Emergency Services Boards. ResponderSafety.Com from the Emergency Responder Safety Institute (ERSI) is now releasing free training modules on The Responder Safety Learning Network. The network is accessible directly from www.respondersafety.com and it will soon be mobile ready for tablets and smartphones. The addition of The Responder Safety Learning Network to the established ResponderSafety.com has created the single largest online hub for roadway emergency responder training and resources. The Responder Safety Learning Network, created with a Fire Prevention & Safety Grant from the United States Fire Administration (USFA), is a model of interagency cooperation and public-private partnership to provide vital, expert-vetted safety education that will save responder and civilian lives. Stephen P. Austin, project manager, notes, This Network is the culmination of over 13 years of hard work by ERSI to educate highway incident responders about the dangers of working in moving traffic and the negative impact traffic congestion has on secondary accident frequency, commerce, and the American way of life." The Network has garnered enthusiastic support from valued partners, including the USFA, Department of Justice, and the Federal Highway Administration. The National Fallen Firefighters Foundation and the International Association of Fire Chiefs' Near Miss Program have also provided extensive assistance. Once registered, users can access free modules with video, interactive knowledge checks, user progress tracking, and completion certificates for those in pursuit of professional development goals. "This outstanding, no cost program, will provide firefighters, officers, chiefs, and other responders with the training tools necessary for our own survival while operating on roadways and highways" says Deputy Fire Chief Billy Goldfeder, EFO. The Network's learning modules are developed and vetted by interdisciplinary groups of experts from all roadway responder groups - fire, police, EMS, DOT, and towing and recovery - at the federal, state, local, private sector, nonprofit, and association levels. The development of the Network is the National Unified Goal in action: creating and delivering, often for the first time, training that takes into account the perspectives, needs, and procedures of all responder groups. Even prior to the launch, the response to the Network has been overwhelmingly. Federal agencies, NGOs, professional associations, state agencies, local fire departments, and private companies have all reached out to offer content expertise, financial assistance, networking, and publicity contacts. The Network has already been embraced by multiple states as a way to support their own training needs. The state Office of Emergency Management will be providing a NIMS training/refresher course from 9:00 a.m. to noon, Monday, June 18, in the state Emergency Coordination Center at the Anderson Readiness Center in Salem. The center is located at 3225 State Street. There is no charge to attend the course. This training is appropriate for staff who are new to the NIMS and NIMS compliance requirements, and for those who may wish to refresh on the NIMS.
